Picking up the tab for COVID-19

It seems to me that the Highlands although one of the least directly affected by the COVID-19 virus, was the worst affected by the four month long lock down introduced to stop its spread which has since paralysed the tourism industry on which it so depends. After the large 4.84% increase in this years council tax bill, ostensibly to cover improvements to the roads, it does make you wonder if these improvements will ever be made, with the £20 million simply being swallowed up by the debts caused by the pandemic. The future does look pretty grim, especially to a village that has already seen two of its four large hotels close this year.
